Despite Kenya’s constitutional commitments, women and youth remain significantly underrepresented in leadership and governance. This exclusion weakens policy outcomes in health, education, economic development, and social protection.

PALAWAMA’s Women and Youth in Leadership and Governance Program builds the confidence, skills, and networks required for women and youth to meaningfully participate in decision-making spaces.

2. Civic Education & Social AccountabilityVoter education, constitutional literacy, public participation training, and tools for budget tracking and citizen oversight.
3. Policy Advocacy & RepresentationAdvocacy for gender-responsive budgeting, enforcement of the two-thirds gender rule, and youth inclusion in County Integrated Development Plans (CIDPs).
